Can I tap Forbidden Orchard for mana if my opponent is hexproof??

Say he has Leyline of Sanctity out. Forbidden Orchard targets him. Does that mean I can't use it, or does he just not get a token?

You can use it, and your opponent will not get a token. Forbidden Orchard's triggered ability will have no valid targets, but you do not have to declare any targets as part of its activated, mana ability.

For the sake of completeness: Forbidden Orchard never targets your opponent, and the ability never even goes on the stack. You have to declare targets as part of the ability going on the stack, and with no valid targets the trigger simply fails to do anything.
