Can I Select for Inspection an untapped creature with Niblis of Frost on the board

Can I play a Select for Inspection with Niblis of Frost on the field to tap an untapped creature with the Niblis of Frost trigger and have Select for Inspection bounce it?

No. In order to cast a spell, you must select legal targets. Niblis of Frost's ability triggers when you cast an instant or sorcery spell, so by the time the ability even is put on the stack, you would've already selected targets for Select for Inspection.
