Can I sacrifice a Singing Bell Strike that my opponent played on one of my creatures?

Imagine I use Liquimetal Coating on a Singing Bell Strike or a Suppression Bonds that an opponent played on a creature/permanent of mine... Can I sacrifice these cards by using Shrapnel Blast ?
So if I use liquimetal on the enchantment and then Smash to Smithereens my opponent gets the damage?

To your follow-up question: yes. Smash to Smithereens says it deals damage to the artifact's controller, which in this case is your opponent.

No, you can only sacrifice permanents that you control.
Enchantments that are on permanents that you control are still controlled by the player who cast them.
