Can I play Rile (from IXL) on turn 1?

Sure you can, as long as you have a creature you can target with it.

You could if you're on the draw and your opponent plays a turn 1 Old-Growth Dryads.

bluechandra, you never specified a format. And as Neotrup said if your opponent plays T1 Old-Growth Dryads you can in fact do it in Standard.

You cant target your opponent's Old-Growth Dryads with it because you don't control it.

But i see what's meant, if you are on the DRAW and they drop Dryads T1, and you have a 1 drop creature in hand, then yeah on your turn 1.

Yeah we all understand the first point, it was the second that was being made. If they drop Old-Growth Dryads you can potentially drop a 1 drop and also cast Rile.

You'd have to play Ornithopter T1 and then cast Rile for it to work in Standard.
