Can I play an instant after I've passed the turn?

Ok so playing some EDH last night, and this situation came up: I passed the turn and in response a player flashed in Prime Speaker Zegana .

I was under the impression that after that resolves, my turn goes to end again and I have a chance to play an instant. I played Cyclonic Rift .

We tried to look up the rules on the timing but couldn't find anything definitive. My question would be was that a legal play, or should I have cast it in response to her flashing in Prime Speaker Zegana ?

You're correct. You aren't passing the turn, you're passing priority over an empty stack in an attempt to end the turn. If something goes onto the stack, then players must pass priority first to resolve that object and then again to move to the next step, phase, or turn.

You can cast Cyclonic Rift either in response to Prime Speaker Zegana or after Prime Speaker Zegana resolves.

Out of interest, what were you trying to do with the Cyclonic Rift?

If you were trying to reduce the counters she enters the battlefield with (or the cards your opponent draws) you'd certainly want to cast Cyclonic Rift in response to the Prime Speaker, rather than after she resolves.

(That said, if your plan was to Rift the Speaker herself, to avoid her attacking next turn, then you'd want to wait until after she resolves)

It actually had nothing to do with prime speaker really. It was more so in a response to her land being tapped out, cause I needed to clear the board while I could, and I was pretty sure she had a counter spell in hand. After I did it, a couple people were unsure if that was legal.
