Can i pay off color mana in EDH?

My commander's colour identity is Blue-Black-Green, Can i use Mana Confluence and City of Brass to produce red and white mana, when i cast Skyrider Elf? And in general to buff cards with converge?

Yes. As long as something can produce any color, and it's a valid card in your deck, then it can produce any mana.
For example Urborg, Tomb of Yawgmoth can go into a non black deck to let all lands produce black mana to pay for extort.
