Can I electrodominance a dude for twenty if I have an as foretold with 22 counters on it?

Since As Foretold references mana cost, and not converted mana cost, does that mean that I can cast an Electrodominance with it and choose a value for x greater than zero, assuming I have at least three counters on As Foretold?

No. From As Foretold 's Gatherer FAQ:

"If the card has X in its mana cost, you must choose 0 as the value of X when casting it for another cost that doesn’t include X. For example, if there are five time counters on As Foretold and you choose to use its effect to cast Pull from Tomorrow , X must be 0. X can’t be 2, even though the spell’s converted mana cost would be 4. "

The reason is that casting something for free is alternate cost and you cannot pay an non-mandatory additional cost (like X) and an alternate cost at the same time.

Bonus info:

Don't think that you can't use any "X" spells with As Foretold though. Spells with X on them but just not in the cmc at the top of the card still work. Toxic Deluge is an example of this.

This is because you can replace the cost of the spell with "For Free" and still not effect the value of X. The only thing that effects X is how much life you are paying in addition to the "Free" spell.
