can I double my counters on a planeswalker?

Lets say Gilder Bairn is on the field tapped, and I cast Sarkhan Vol can I activate Gilder bairn's ability to double Sarkhan's loyalty counters and then activate his hast ability in the same turn?

The game defines a permanent as any card that goes onto the battlefield after it's played. This includes creatures, lands, artifacts, enchantments, and planeswalkers. So yes, Gilder Bairn is able to be used on any planeswalker.

It should be noted that a permanent can be even more generally defined: anything on the battlefield is a permanent. This definition isn't limited to cards; tokens are permanents as well.
