Can I delve off a Relic of Progenitus activation?

Let's say I have some cards in my graveyard and my opponent goes to sac his Relic of Progenitus, can I in-response delve a instant like Murderous Cut?

Yes.

Relic of Progenitus' ability is put onto the stack, nothing happens to your graveyard, yet.

When priority is passed to you, you may cast instants/activate abilities. As your gy is still intact, you may play Delve spells by exiling cards from your gy.

Only when everything atop the Relic's ablity has resolved is the rest of the cards in your gy exiled.

Yes, activated abilities that aren't mana abilities can be responded to. Also, Relic of Progenitus doesn't sacrifice, it exiles itself as a cost.
