Can I Chord of Calling for a God if my devotion is below the required amount?

I'm trying to brew around a deck using Purphoros and cards that spawn tokens such as Hornet Queen . So to improve the chance of me getting the combo, can I Chord of Calling for a Purphoros, God of the Forge if my devotion to red is below 5?
