Can i cast instants between drawing cards?

If I'm playing a burn deck with 2 Guttersnipes each enchanted with Curiosity as well as Melek, Izzet Paragon on the field so I'm playing with the top card of my library revealed. say the card on the top of my library is a Mountain. If i cast a Shock I would draw 2 cards so I draw the Mountain and flip over a second Shock on the top of my library. Would i have to draw that Shock or could I play it off the top of my library before the second curiosity took effect?

In this case, yes. Curiosity has a triggered ability, and each one will put its own instance of a trigger onto the stack when the enchanted Guttersnipes deal damage to an opponent. An object on the stack only starts resolving when all players pass instead of responding while that object is on top of the stack. Before the 2nd Curiosity trigger in your example starts resolving, you can respond by casting Shock instead of passing.

Now if you were drawing 2 cards as part of a single resolving spell or ability then the answer is no. For example: your library is in the same state as in the original question but you cast Divination. You draw the Mountain and then draw the Shock, with no opportunity to make responses in-between the draws.
