Can I cast a spell before another spell comes off suspend during my upkeep?

Lets say my opponent has a Leyline of Sanctity and the board has no creatures. If i suspend Rift Bolt, during my upkeep when it comes off suspend will there be any opportunity for me to cast Destructive Revelry on the leyline before I need to choose targets for Rift Bolt or will I be forced to bolt myself.

Yes. At the beginning of the upkeep, in response to the trigger to remove the time counter (or the trigger that happens after the last counter is removed, same end result), you can cast the Destructive Revelry, destroying the Leyline of Sanctity. However, once both those triggers have resolved and Rift Bolt is being cast, part of putting it on the stack is giving it a legal target. If Leyline is out when the bolt is being cast, you would have to target either one of your creatures or yourself (and you must cast it).
