Can I cast a hydra as a 0/0?

This may make me sound like a n00b, but can I cast a Protean Hydra as a 0/0 by only paying the 1 green mana?

(A little background): This is for a challenge at my local mana club where creatures you cast immediately go into your opponent's control, and every turn you don't play a creature spell you are dealt 2 damage. There also must be ONLY 35 creatures and 25 lands

Yes, you can cast it for one mana, but it will die immediately. for this "format" that you are playing, it seems like a god idea.
