Can I bounce Sower of Discord to copy new targets and keep the old two targets?

Like if I had three opponents, and I play Sower of Discord targeting players 1 and 2, could I bounce him repeatedly to pair player 1-3, 2-1 and 2-3, 3-1 and 3-2 so that they would all be linked in a way that if any of them took damage the other two would lose life?

No. Sower of Discord's effect only works as long as it is on the battlefield. If you bounce it, it becomes a new object with no memory of its previous existence, and therefore no memory of any previous player pairing it created. Thus you can only ever have two players paired at a time with one Sower of Discord. You will need additional Sowers in order to get additional pairings.
