Can I "attach" Cranial Plating from my hand?

If I pay the 
for Cranial Plating's "attach" ability, does this mean I can ignore its initial casting cost, and, essentially, equip a creature with it at any point in the game, straight from my hand, a la Titan's Strength?

The "attach" ability can be used at any time, though, right (e.g. after the opponent has declared blockers, to move Cranial Plating to an unblocked creature), as opposed to the "equip" (as a sorcery)?

The attach ability can be activated at instant speed as per normal, yes.
Dash abilities still involve casting the card, so they are different. They are an alternate cost with their own effects.

No. Activated abilities of permanent cards only work when they are on the battlefield (i. e. they are actually permanents) unless otherwise stated.
