Can I activate abilities while blocking?

-It's enemy's turn

-He declare attack, attack with one Fugitive Wizard

-I declare blocker, block with untapped Elvish Mystic

The question here, is can I activate Elvish Mystic 's ability after I declare him as a blocker, thus tapping him. Is he still blocking the attack?

Once you declare Elvish Mystic as a blocker, the Fugitive Wizard will become blocked, and will continue to be blocked no matter what happens to your Elvish Mystic.

You can certainly tap it to add to your mana pool before damage would be dealt, but that would only be available until the end of the combat phase, when your mana pool empties.

Actually, mana empties as steps and as phases end. If an Elvish Mystic is tapped for mana during the declare blockers step (the last possible moment before damage is dealt and, in this scenario, the Mystic dies), that mana is only available during the declare blockers step. It does not care through to the combat damage step or end of combat step.
