Can Hex Parasite remove counters from a card that is suspended?

If I have a Curse of the Cabal suspended (although suspend mechanic in general), can I use Hex Parasite to remove all of the counters from Curse of the Cabal?

No.

Hex Parasite removes counters from permanents. Suspended cards are in the exile zone.

Rather than cast this card from your hand, you may pay and exile it with time counters on it. At the beginning of your upkeep, remove a time counter. When the last is removed, cast it without paying its mana cost.

No, Hex Parasite does not have the ability to remove counters from a suspended card. Suspended cards are in the exile zone and require specific cards to be interacted with. You would need to play a card like Fury Charm to remove suspend counters.
