If Goblin Electromancer is in play, can a player spend one blue mana to cast Syncopate with X=1?

Followup question: would multiple Electromancers 'stack' - could 2 Electromancers reduce costs by 2?

Yes, each of the reduction abilities applies individually.

Yes, that would work. If x=1, the cost of casting Syncopate is 1U, and Goblin Electromancer reduces the cost by one colorless mana, making the casting cost U.
