An easy way to tell if Explosive Vegetation, Rampant Growth, Cultivate, etc. can get a land is by looking on the type line. A basic land has the supertype "Basic" and the type line will therefore read "Basic Land" instead of just "Land" followed by a dash and subtypes if there are any.
(I just realized this sounds like I am being a smartass, I'm not. I'm trying to be helpful)

Yes. Because Explosive Vegetation doesn't specify a basic land type ("Forest," "Swamp," etc.), it can fetch Wastes.
