can exile/remove from game cards come back?

for eksampel if you exile a card, any one for any reason, does it count as being a card you own from outside the game? could i bring it back with Living Wish ? if it was a land and someone exiled it?

From Gatherer:

10/1/2009: You can't acquire exiled cards because those cards are still in one of the game's zones.

10/1/2009: In a sanctioned event, a card that's "outside the game" is one that's in your sideboard. In an unsanctioned event, you may choose any card from your collection.

I believe Pull from Eternity could do it though...

To be clear, if a card has been exiled from an in-game event, it can be brought back from exile with Pull from Eternity.

My answer above is specifically for the Wish cycle of cards like Living Wish. In game, there are a few cards like Pull from Eternity that can retrieve others from exile.

well that poses a new question. what is the default exile state? face up or down?

i am of course thinking of doing a Ugin's Nexus thingwill it be exiled face up or down?
