can Enduring Scalelord proctor Enduring Scalelord's ability

my friend had two Enduring Scalelords on the field and said they could get infinitely 1/1 counters

That is correct! Each Enduring Scalelord will be triggered by the other scalelord getting counters, so provided you manage to get a first counter on one of them somehow, they will keep triggering each other abilities and become arbitrarily big.

The usual caveats for when you "go infinite" apply. Most importantly, you cannot just say each of the scalelord has infinite power. Rather, you have to pick a number (my personal favorite for this sort of situations is one hundred an twentythree million four hundred and fiftysix thousand seven hundred and eightynine, or 123456789) and repeat the loop that number of times. Eventually, you will have to choose not to put a counter (it is a "may" trigger after all) so that the game progresses to the next stage (and you probably win, seeing as you have around 250 million power on the board).

Note that nothing procs (I assume this was what you meant by proctor) in Magic.

A proc is a programmed random occurrence. It's something that has a nonzero, but non-guaranteed chance of happening.

Magic has triggers, which are guaranteed to happen at specified times.
