can counters be removed from permanent not on the battlefield?

for example if i have Skullbriar, the Walking Grave in my graveyard with 10 +1+1 counters on it and someone throws AEther Snap will skullbriar loose counter in other zones ?or can you use Hex Parasite to remove them from him when he is not on the field?

Cards are not permanents in any zone besides the battlefield. So neither of those cards will do anything to a Skullbriar in a zone besides the battlefield.
