can both narsets exist?

Does the legendary rule apply from creatures to planeswalkers? Example: Narset, Enlightened Master and Narset Transcendent, or Xenagos, God of Revels and Xenagos, the Reveler?

You can have them both.

Legendary permanents do follow the legendary rule, which states that if you control two legendary permanents with the same name you have to put one in the graveyard.

Planeswalkers follow a similar but different rule called the Planeswalker Uniqueness rule. This rule states that if you control two planeswalkers with the same planeswalker type e.g. Jace, Chandra, Xenagos, etc. you have to put one in the graveyard. So for example you can't have Jace Beleren and Jace, the Mind Sculptor at the same time but you can certainly have Narset, Enlightened Master and Narset Transcendent at the same time.

its also good to note that the legendary rule only applies to the name of the card, which is why its possible to have both Dragonlord Ojutai and Ojutai, Soul of Winter on the battlefield at the same time
