Can Bioshift shift counters to a creature while it is on the stack?

Scenario: I control a Cloudfin Raptor which has evolved until it has 2 +1/+1 counters on it. I cast a Kiora's Follower . While the Follower is on the stack, can I cast Bioshift (instant) targeting the Raptor and the Follower, transferring one counter over to the Follower, thus causing him to enter the battlefield as a 3/3 creature, which would cause the Raptor to evolve?

No.

Whenever a spell or ability references a permanent type without using it in the context "[type] card," then it refers only to a permanent of that type. Permanents exist only on the battlefield. Bioshift 's targets have to be permanents, not spells.
