Can Anafenza put the +1/+1 counter on a creature attacking with her?

I thought that since it checks when attacking, a creature attacking at the same time is not tapped during the check, therefore, you could not put a counter on a creature attacking with Anafenza. That way it's geared more towards targeting an Outlast creature.

Someone can correct me if I'm wrong but when Anafenza, the Foremost attacks it places a +1/+1 counter on each TAPPED creature. It does check When she is declared as an attacker, so it will check for anything that's tapped, including creatures tapped for attacking. So any creature who is TAPPED and attacking also receive the benefits.

@Ianock: Anafenza, the Foremost only puts a Counter on another tapped creature. Not each.

From Gatherer:
Anafenzas first ability can target any tapped creature you control. That creature doesnt necessarily have to be attacking.

It puts a counter on another tapped creature. Not all. And since it said another, anafenza can not target itself.

Attacking creatures are declared as attackers and tapped simultaneously as a special action in the declare attackers phase. Only after that is done, does the trigger of Anafenza go on the stack, thus any creature attacking with her is a valid target for the ability.
