Can a creature's tap ability be activated at any time as though it had flash

Except on first turn, unless it has haste, correct ? For example Anointer of Champions, etc. (Yes my example doesn't have haste.)

Abilities don't have flash. Only spells have flash.

You may activate an ability at any time you have priority. You must also be able to make any required choices for that ability and pay its cost completely. An ability will state if it can't be activated at a specific time (see: Scepter of Fugue).

Yes. Unless the ability specifically states otherwise (e.g. Skyshroud Ranger), you can activate it at "instant speed" (any time you could cast an instant).

I declare my attack and my opponent uses a tap ability and pays it's mana cost for its ability to tap target creature and he chooses my attacker, legal?

The first thing that happens during the declare attackers step is the declaration of attackers. This turn-based action does not use the stack and cannot be responded to. After that players get priority to cast spells and activate abilities. At this point, tapping an attacking creature will not do anything.

That said, players must pass priority in succession before the game moves to the next step or phase. If you just began your declare attackers step without giving your opponent an opportunity to take pre-combat actions, the game must be rewound and you must properly pass priority to your opponent. You can't just skip that component of the game to rush things by someone.
