Bolas's Citadel and Aluren

Does the clause in Aluren transfer over to casting 3cmc and less creatures with Bolas's Citadel?

No. Bolas's Citadel only allows you to cast the top card of your library if you pay it's alternative cost (life). Aluren only allows you to cast a spell as though it has flash if you pay it's alternative cost (free). You can't pay two alternative costs, so you'll have to choose one. If you choose Aluren's, you won't be able to cast from the top of library, and if you choose Bolas's Citadel, you won't be able to cast at instant speed.
