Ok lets say i gain control of a Another players commander Bloodsworn Steward would boost it right?

Yes. It doesn’t care whose commander you control or if it’s owned by another player.

Do keep in mind that a copy of someone else's commander is not itself a commander. "Commanderness" is an inherent property of the card itself and is not a copiable value.
