Can I use Aether Vial to the prowl cost of a rogue? (When triggered of course)

No, you have to go by the regular mana cost. The converted mana cost of a card is always based on the symbols printed in its actual mana cost. Increasing/reducing the total cost to cast something or using an alternative casting cost won't change the CMC.

Yes, Prowl is an alternative casting cost, so you're casting the spell.

Prowl is an alternative casting cost. Aether Vial doesn’t cast them at all, but rather simply puts it on the battlefield. So no, that’s not something you can do
