Aurelia, the Warleader and Propaganda combat and payment

If I control Propaganda, (or cards such as Ghostly Prison, Sphere of Safety, Windborn Muse etc.) and my opponent swings at me with Aurelia, the Warleader, will they have to pay 2 mana from the propoganda or 4 mana, because it attacked twice?

Aurelia, the Warleader attacks for the first time in the turn. Other attackers are declared at the same time. Their controller would have to pay 2 mana for each creature declared to be attacking you, but because of Aurelia's ability, all their creatures also untap. The rest of the combat phase goes as normal.
Then, because of Aurelia's ability, a second combat phase starts. Any creatures that player declares as attackers during this second combat phase would require the 2 mana payment each.
So depending on how many creatures attack in each of the two combat phases, that could be a lot of mana.

2 combat phases is not the same as attacking twice at the same time. your opponent would simply pay 2 mana per creature each time something attacked, then do it again during the additional combat phase.
