Attacking??

So what exactly fulfills abilities that say "Whenever 'whatever' attacks..."

To be technically correct, the ability does not trigger when something is considered to be attacking. It triggers when something attacks, which means it triggers when a player declares it as an attacker. Creatures can become attacking creatures without being declared as attackers. For example, some abilities put creature onto the battlefield tapped and attacking (see: Preeminent Captain ).

Well yeah, but the question asked about Whenever x attacks...attacking was just a short description of what the question was about.

The problem is that both attacks and attacking have specific game definitions, so they cannot be used interchangeably.

During the declare attackers step, whenever the Active Players turns a creature sideways and declares it as an attacker, it is then considered attacking and it fulfills the requirements of that trigger.
