Are permanents considered permanents before they're on the field?

Let's say I have Enchanted Evening out on the field and I play Idyllic Tutor.

Does that mean I can search my deck for any permanent card since now all permanents are considered enchantments?

No. Cards can only be permanents when they are on the battlefield. The game will refer to them as "cards" or "spells" elsewhere.

Cards like Conspiracy specifically affect cards in zones other than the battlefield. You can see the specific wording there in order to give the specified creature type to cards that aren't on the battlefield, including the use of "creature cards," "creature spells," and "creatures" to denote cards, spells, and permanents. You would need something similar (but for enchantments) in order for your intended combo to work.
