Are basic lands counted as colored permanants

Would Horde of Boggarts get power/toughness from mountains

No. Lands are colorless permanents, but they produce colored mana. There's a difference.

Unless a land gains a color (see Dryad Arbor or Raging Ravine for examples), it's colorless and will not give a boost to cards like Horde of Boggarts .

Another way that lands can become colored permanents is via an effect such as Painter's Servant 's.

So you know: a card's color is defined by its mana cost (the symbols in the upper-right corner), its color indicator symbol (the colored dot on the type line of Dryad Arbor , Insectile Aberration  Flip , etc.), and any effect that specifically gives it a color (Shifting Sky , Crimson Wisps , etc.).

Because EDH is a thing, The mana it produces counts towards it's color identity. This is why a mono-b general can't use anything but swamps for basic land (Besides obvious reasons) and why colorless generals (eldrazi/karn I'm looking at you) can not use basic lands in their decks. This though is not the same as cmc and the color of a permanent that Horde of Boggarts is looking at and can't feed devotion. The above answers are correct, this is for clarification when someone googles up this type of question for EDH/Commander and to not confuse them.
