Agent of the Fates + Ordeal of Erebos

"Heroic - Whenever you cast a spell that targets Agent of the Fates, each opponent sacrifices a creature."
"Whenever enchanted creature attacks, put a +1/+1 counter on it. Then if it has three or more +1/+1 counters on it, sacrifice Ordeal of Erebos.When you sacrifice Ordeal of Erebos, target player discards two cards."
Does the application of +1/+1 counters trigger Heroic abilities?

No.
First, putting +1/+1 counters on something doesn't cause the effect to target anything. A spell or ability only targets if it uses the word "target."
Second, Ordeal of Erebos puts +1/+1 counters on the enchanted creature as a result of a triggered ability resolving. Abilities can never trigger heroic because heroic specifies that it can only trigger from spells.
You will, however, get one heroic trigger when you cast Ordeal of Erebos because Aura spells target.
