Aftermath mechanic with Kess, Dissident Mage

The mechanics on how aftermath cards work do not seem especially clear when it comes to how they interact with this new legendary creature, so looking for clarification.

Lets assume that from some earlier point in the game I have Reduce / Rubble in my graveyard and Kess, Dissident Mage in play. I know I can only play the Rubble half of the card from my graveyard, but if I have need, does Kess's ability allow me to also play the Reduce side of that card from my graveyard?

Yes, and it will get exiled as it resolves unless another effect would put it in a zone other than your graveyard. Note that you can only cast Reduce during your own turn using Kess, Dissident Mage, so it's not exceptionally helpful unless your opponents are casting spells during your turn or you need to counter one of your own spells.
