If I use Collected Company to put Azorius Herald onto the battlefield do I still have to sacrifice it?

Collected Company puts creatures into the battlefield, it doesn't cause you to cast them. There is nothing about Talara's Battalion that prevents you from putting it into the battlefield. It only has a restriction on when you can cast it.

Yes. From the Herald's Gatherer page:
"If this enters the battlefield in a way other than announcing it as a spell, then the appropriate mana can't have been paid, and you'll have to sacrifice it. "
