Can you use a Earthen Arms to give a non-activated shambling vent land +2+2 even though it's not a creature?

Yes. It's intentionally worded with "permanent" instead of "creature" for that express reason. You can target any permanent with it, provided there's no particular restriction on that creature. (ie: protection from green)
