is there a reason why "Mu Yanling" marks commander decks as not legal?

Could someone explain what has been the problem with Mu Yanling since that card has been marked as not legal in any format since its RELEASE and I haven't seen any explanation on it even though I and many other have been reporting about it?

Some very obscure bug in how we derive formats and not enough complaints :P we will get it sorted soon, promise

Something something "new sets are considered banned by default because they aren't on the list of sets legal to the format and must be added to a list of legal sets in each format"

ok folks, its fixed. it was just some flag on the set that I thought I had already written out of the codebase in terms of applying to legality.
