Fancy html/css shenanigans?

I've noticed a lot of people are getting images to be the background of their decks instead of the brown background, or changing the color of text in the description. I've been researching html and css, but I still can't figure out how to do this. Would someone be willing to explain it all to me?

As a non-upgraded user, you can do custom stylesheets but you can't run scripts.

Probably hard to disallow basic styling if the site is going to use HTML for posting

Not really. All you have to do is run it though a php script the converts "<" and ">" to the appropriate backslash notation.
