I want to reply to a comment posted on my decklist, but I cant seem to figure out how. Could someone please tell me how to reply to comments?

At the bottom of the page under all existing comments should be a box with formatting tools, simply type your reply in there and click "Preview your comment!"
After you've previewed your comment you'll be given the option to post it. There is no direct "post without previewing" button if that's what you're looking for.
If you want to post in reply to someone specific, common practice is to "mention" them by linking to them. Linking to users is similar to linking to cards. The full syntax is Username, but unless there's a conflict with their name you can get away with just Username. So, if you wanted to link to me you'd type FancyTuesday or FancyTuesday to produce FancyTuesday, which shows up in my notifications.
