An Idiot Question Engages DiveBOMB!: How to make a Folder?

I'm serious about this. Every time I try to access that section, it just loads indefinitely; a Potential Bug in my Mind. I just wanted to know as I'm making a Folder for decks worth Playtesting for each legitimate Commander worth putting in with varying types, Color Identities, even a good wealth of Commanders, both Meta-Related, Hidden Gems, all good enough to test your decks to the best of those kinds of CMDRs (Even though I plan to put in a Thrasios, Triton Hero & Tymna the Weaver Partner deck that's... not all that cEDH Level...)

But to find out how, I need to first know how to make a folder; & the way I see it; it must be in error status. Any help on this, please?
