How come its not used at all currently?
As far as devotion goes, it both can be really good for green and red, and as a card by itself it is pretty decent.
I'm not huge into standard anymore but my guess is the CMC combined with the need to attack with multiple things to make it worth it just to have it Doom Blade ed or what have you. I know most things die to removal but this one is a hefty investment for it just to be shot down. Also it has to stay on the board for a whole turn before it can do anything.

There are better things to cast with 4 mana. With 4 mana you can be casting a Polukranos, World Eater or Xenagos, The Reveler in those colors.

You also have Burning-Tree Emissary for dual-devotion that's generally much more usable.

I run it in a Boros aggro deck with my Brimaz, Legion Loyalist, frontline medic, a grip of creatures with unleash, and some fanatics of mogis.
