I'm fairly new to pauper so what's actually legal in pauper. My friends told me that it's just Commons/Uncommons only and you play with that deck. Which is what i've heard, but i'm not sure.

Depends on what kind of Pauper you mean.

Regular pauper is any card that was printed at the common rarity. Nothing else. Something like Rancor is allowed because it was printed at common in the Urza block.

Online Pauper is only really supported by MTGO, and allows only cards that were released at common through MTGO. Stuff like Hymn to Tourach is legal in regular pauper, but not on MTGO because Fallen Empires was never released online, so Hymn is only available as an uncommon from the Master's Edition.

Then there's EDH pauper, which is like EDH, but the Commander is an Uncommon creature, and the other 99 is the same rules as regular pauper (while retaining the singleton rule from EDH)
