How does it work exactly? are there any common legendaries out there? I'm interested in the idea but Idk how it works exactly

The primer listed by Salty_River is a great place to see the rules and other stuff but if you are feeling lazy the main differences are that your commander is just an uncommon creature, and it doesn't have to be a legendary creature. Commander tax is the same and instead of 21 commander damage it is 16 and instead of 40 life it is 30. All the other cards in your deck have to be common.

according to the Gatherer, there are, however, 71 Uncommon Legends that could be used as your commander

I am! I love both Pauper and EDH, so it makes sense I would enjoy the combination.
