Could a competitive deck be built around this?

Through the Breach, Emrakul, the Aeons Torn, and Jace, the Mind Sculptor is already a competitive deck and a very good one at that. So if you're interested in doing that you should check it out!

A deck, yes. Competitive? No. Five mana without consistency is way too much for Modern. You’ll just get run over.
