..but I have a budget. Can you guys put some of the more cheap well performing decks in the forum?

How cheap, and how well performing ?? A cheap and competitive deck will at least be about $300 (Bogles, and that is with a replacement for Horizon Canopy). Plenty of suboptimal/ below $300 decks are frankly not worth it if you want to win. That being said, if you just want to have some fun at FNM, practically any budget brews will do, or you could just pick up the modern event deck.

You can build lots of great decks with that budget! Might I recommend Burn, Soul Sisters, or Infect.

Living End is decently cheap. Depending on the build, you can get it from $200-$400. There are only a few "money" cards in it, so if you played standard or got some lucky rares from the modern master sets (Fulminator Mage) it will be pretty cheap.

Living end does require a fairly specific manabase which can get quite expensive. 4 Blackcleave Cliffs (and maybe 1-2 Copperline Gorge), and a number of shocklands and fetchlands, especially given the rise in fetches now, will make up the bulk of the deck's expenses.

UR Delver is a fairly decent deck to enter into the format on that budget. As well as being fairly competitive itself, it is a deck that has a lot of potential to be upgraded, specifically moving to Grixis Delver.

Infect is a pretty good deck for starting out on a budget. You'll spend $200 to get your playsets of Inkmoth Nexus and Noble Hierarch, then the rest of the deck can be flushed out for $60-$80 if you don't want to buy a bunch of fetchlands right away. The cool thing is that any green fetchland will work for the deck in the future, so you don't really need to buy those Misty Rainforests since most lists don't run a basic island anyway. The nobles and Inkmoths are also used in other modern decks, so it's a good starting point to allow you to build something else in the future.
If you want something that will win a random FNM for $100, Classic Green Stompy Revisited is a great starting point as well, however most of those cards aren't played in modern decks elsewhere with the exception of some of the SB cards.
If you can buy the Modern Event deck for under $80, it is a great deck to slowly build upon as you get more funds in the future. Start by adding 2-3 Sorin, Solemn Visitors, then add to the manabase by getting a playset of Godless Shrines, then add an additional 2 Inquisition of Kozileks and 3 Thoughtseize. After that, you can either get a set of Bitterblossoms or a set of Marsh Flats. By that time you'll either love the deck or hate it, but you'll have plenty of cards that can work in other decks (especially the Path to Exiles, IoKs and Thoughtsiezes).

I started into modern recently with a Soul Sisters build. If burn is heavy in your meta, I would recommend it. The big weaknesses are Tron and Boggles.
Here's a soul sister's build I made up if you are interested.
Chances are you own some of the cards already. Budget Soul Sisters 2015
The expensive cards are:4x Auriok Champion: This is what makes the deck strong against Delver, Jund, Junk, Burn, Zoo, etc. etc. etc. If you cut her, your chances against these decks tank.
4x Serra Ascendant: MUST for this deck. You can build an even faster option by adding Martyr of Sands to shoot your life total up, but this strategy crashes hard fast. Not to mention, your combo is easily thwarted by a Lightning Bolt.
1x Archangel of Thune: Good in the sideboard to give you some buffs on your creatures. This can win games on it's own.
3x Ranger of Eos: Minimum I would run is 3. If you acquire some "walking around money," get a 4th.Keeps you in the game by fetching your sisters and thinning your deck.
Everything else is under $10, some only nickels and dimes.
If you like this deck, you can always get Flagstones of Trokair, another Ranger of Eos, another Archangel of Thune, and some Secure the Wastes. You can also experiment with the R/W Variant that runs Lightning Helix and Norin the Wary or the R/B variant that runs Lingering Souls and Thoughtseize.

I don't have any deck lists but the best decks to get into modern is any mono clor deck really. The reason prices are so expensive is because of high costing mana bases. I personal favourite of mine is White Weenie Death and Taxes or Mono-U Merfolk. I love these two decks because of main reasons1. The only expensive card is 4x AEther Vial for both these lists.2. If you want to play legacy both these decks can be upgraded to play in it

I started Modern with U-tron, and that deck worked out fine for me for several months. Decently cheap to build as well.

i know its not a deck, but i have been urging all new players i talk to to buy Thoughtseize now while its cheap. the card was 60$ before the reprint, and i dont think it will go back up to 60, but it is going to go up and up from here.
As for a deck to build, you could build RDW, but thats so boring IMO. Youre going to burn and swing, every game. it gets old quick. Id suggest infect over burn. Its a real good deck. you could always build some wonky home brew. a buddy of mine took 2nd at fnm one with a self mill Labratory Maniac deck. thats just one example. im thinking of building a deck that combos with Blasting Station.

I would like to point out that building a homebrew deck is fun and all but you'll have to remember that you can't really take it past FNM in terms of competitiveness. I think you should build Living End. The deck can be built for less than $200 as there are plenty of substitute lands and creatures to cover the expensive stuff. It's a competitive deck and you can slowly upgrade it.

Though I love how you people have been helping me out iwth trying to find the right deck for modern, I'm torn between 4 choices, 8-rack, Lantern Control, U-Tron or Jeskai Delver.

Jeskai delver seems like it would be the hardest on a budget due to the manabase. 8-rack sounds like the most fun to me since I've played it a bunch, although it's never really put up results in modern. U-tron would be a nice starting point, since you can build into the RG version if you wanted to in the future while keeping some of the blue staple cards (it runs Remands, right? idk) for future decks. Lantern Control seems like the junkiest deck ever, but I do like Ensnaring Bridge in modern, so that one is up to you.

Lantern Control is a thing that won a Grand Prix and can be built on a budget... Overall though the best "budget" way into modern is to brew. If you have a unique angle of attack you can do fairly well even with a deck of low comparative power level. If you can't/don't like brewing up your own decks, just start on the deck you would like to play the most. Over time you will get more cards for it, as well as obtain a better fundamental understanding of the deck itself.

Well, like most decks modern and up, the best way to really start is to slowly build your deck. Jeskai Delver is probably your best (Although priciest) choice, as out of the 4 choices, Jeskai Delver contains the most staples. Of course, if you're willing to stick to the same deck for over a year, U-tron control is probably the best deck to be competitive.
Lantern Control is a great deck to play, but it is the most skill intensive, requiring near-perfect knowledge of the format and meta to make the correct plays. Very often, even seasoned modern players have difficulty figuring the correct plays due to the multitude of decks in the format.Also, personally, it is an extremely boring deck to play with and play against (Unless you're into the whole locking your opponent out of the game thing).

If you haven't played for very long or you're just new to the format, I'd recommend playing a deck with a more linear strategy. For example, Infect, Affinity(there are some budget versions), and Burn are all good top tier starter decks. If you're new to the format or the meta, I'd recommend staying away from control until you become comfortable with the format, because you have to be a really good control player if you want to compete against the extremely fast combos that dominate the meta.
