ELD valid in Modern

I was about to pre-order a Throne of Eldraine booster box to do a draft with some friends I usually play Modern with. One of them told me the set won't be valid in Modern and so he won't draft? I was not able to find a proof of what he was saying, so I ask here: Will ELD cards be valid in Modern?

It is a modern legal set. All standard sets made after 8th edition will be Modern Legal, as well as all Modern Horizons sets, and timeshifted cards.

I guess it is because of the Brawl format but they thought it would be more like Battlebond where new cards where not Modern legal.

cakeby possibly, but all of the brawl precon cards are going into modern too.

In the Throne of Eldraine Brawl Decks, you will find 20 unique cards that aren't in Draft Boosters. (They can still be found in Collector Boosters.) Each deck has seven of them—four cards unique to that deck, one card shared with one other Brawl Deck, and two cards shared with each other Brawl Deck. These cards are all legal in Standard, Brawl, and all other formats. (Or at least ones where cards in new sets are legal—sorry, Mirrodin Block Constructed!) Emphasis added.

Oh thank god. Finally a set legality thread that isn't about someone confused because tappedout doesn't think the new set is legal yet.

I think the thing that also tricked me was that the cards are not listed in Modern "Movers and Shakers" from MTGGoldfish.com but they are in Standard.
