Out of Browbeat , Faithless Looting , and Manamorphose , which is the best red draw?
Any other exceptionally good red draw spells that have a low mana cost?

The only good cards mentioned are Manamorphose and somewhat Faithless Looting.
Prophetic Flamespeaker is probably your best option if you can handle how slow it is.

I don't like Dangerous Wager Fullmetalmage because if you have a pretty full hand and just need something, it might not be worth it.
I'm hesitant of Wild Guess SilentArbiter because you have to dicard first. it's an option though.

None of those are great.
Browbeat is basically unplayable. When even the good burn lists won't run it you know something is up. It's card draw when you want burn and burn when you want card draw. Some of the punishers can be leveraged into favorable spots, and in some boardstates Browbeat can, but it's just not reliable enough.
Faithless Looting is not card draw, you actually end up with less cards in hand then when you started. It's a hand quality spell, which is fine if you're say a combo deck that just needs to put 2 and 2 together, but it's not so great if you're just say a RDW and every spells is more or less 3 damage burn or a 2 power body.
Manamorphose is also not card draw, it's a cantrip. All it does is replace itself.
You're just not going to find a straight Divination type effect in red. The closest you get are like the ones mentioned where you fire off a bunch of spells and refill when it's your last card or say another useless card in hand. The other primary red draw is the Wheel of Fate -esque ones where both players pitch and refill their hands.

Best red draw, like Tarmogoyf is the best blue creature.

I'm testing Reforge the Soul as a Wheel of Fortune effect in RDW. I'm using 2x of them. So far it's working well. It has pros and cons.

Dangerous Wager can be better than Faithless Looting because you can essentially top deck it and draw 2 for 2
