Silumgar in budget esper control

Is Silumgar, the Drifting Death a good choice for a low price esper control deck? He feels good for a hard-to-kill blocker but would he actually be good in a control deck?

Dragonlord Ojutai would be much (much) better! Less budget though :)

Silumgar, the Drifting Death wrecked face when he was in Standard as a finisher. In Modern he's not quite so good mainly because with only 3 power he'll take a while to kill your opponent.

With access to white, Angel of Serenity is a great option, or go a different route and use Luminarch Ascension providing your control is decent enough that you can stop yourself taking damage.

Thanks for the answers! That angel looks pretty sweet and so does the enchantment, I was also considering Dragonlord Ojutai but he is definitely more expensive than other options. I will put a couple of these in as proxies and see which one suits me best. Thanks!

What do you want to achieve with the deck?
Silumgar is not a very good card and it only was good in Standard because it hat synergy with Silumgar's Scorn and Dragonlord Ojutai. If you intend to win actual, high-level (speak: PPTQ and up) tournaments, Silumgar is not good enough. He dies to Liliana of the Veil, doesn't leave permanent value and other than Lingering Souls and Dark Confidant, there's nothing that he can actually get rid off when it attacks. Six mana is also a damn lot in a Turn 3/4 format where even control decks don't dare to run 5-drops and no deck runs much more than three to six 4-drops (Tron being an exclusion that works different from others).
If you're looking to have fun in some "Casual Modern", go for it. The card should be sweet.
