Would a Icatian Javelineers + Kor Skyfisher combo be worth on a soldiers deck? Also, if you are playing a Captain of the Watch + Preeminent Captain combo, using Kor Skyfisher to send the Captain of the Watch back to your hand and summon it again using the Preeminent Captain during the attackfase would mean you got a 3/2 flyer (Including the buff from Cap) and 3 more soldier tokens.

Well, in modern you should be looking to win on turn 3-4, whereas Preeminent Captain isn't attacking until turn 4 (typically). Unless you're locking down the board, or strongly impeding your opponent, the synergies on these cards you've highlighted just aren't powerful/fast enough to win most modern games.

While synergistic, all of the things you mentioned sound either easy to disrupt (both you and Preeminent Captain have to survive long enough for it to attack at least once for it to get value, and that seems unlikely in the current format), or weak (recycling the javelin counter on Icatian Javelineers is unlikely to matter all that much). I'd advise looking for interactions with more powerful or reliable payoffs.

Realistically speaking winning on turn 3 is nonsense.
Winning on t4 is either in vacuum undistrupted, or done by glass cannon builds that put in the last point of damage on t4, but those tend to be fragile to say the least.

If you can pack good enough hate for unfair strategies, and clog up the board well enough it may worth something.
Maybe as the heavy end to some ramping hate bear list... idk.
But since its in white i would recommend Chained to the Rocks as the 5-8 Path to Exile
